What the property-based residence permit actually offers
Albania allows any foreign national who purchases residential property with a floor area of 20 square meters or more to apply for a residence permit. Unlike many so-called golden visa programs, there is no minimum investment threshold. The right to apply arises simply from owning qualifying property.
The residence permit grants the holder the right to live in Albania and use it as a base for travel within the Western Balkans. It does not automatically grant EU travel rights, though Albania's ongoing EU accession process makes the longer-term value of Albanian residency an interesting variable to watch.
Requirements for the property-based residence permit
The application process is relatively straightforward compared to many other countries' investor visa programs. The core requirement is simply owning qualifying Albanian residential property, but there are additional supporting documents required:
- Property ownership certificate from the National Cadastre Agency confirming you own qualifying property
- Valid passport with at least six months remaining validity
- Proof of sufficient financial means. Typically bank statements showing you can support yourself without local employment
- Health insurance coverage valid in Albania
- Clean criminal background check from your home country, apostilled
- Completed application form submitted to the Albanian State Police Directorate of Border and Migration
Applications are typically processed within 30 to 60 days. The initial permit is granted for one year and renewable annually as long as you continue to own qualifying property and meet the supporting requirements.
What Albanian residency gives you
Albanian residency is primarily valuable for those who want to spend extended time in the country or use it as a legal base in the region. Concretely, it allows you to:
- Live in Albania without visa restrictions. As a US citizen you can visit Albania for 90 days without a visa already, but residency removes that limitation
- Open Albanian bank accounts more easily, which simplifies property management and rental income collection
- Access Albanian healthcare and other services available to residents
- Establish Albania as your tax residency, which may be advantageous given Albania's 15 percent flat tax. Though this has significant implications for your US tax obligations and requires careful planning
- Potentially benefit from easier movement within the Western Balkans regional area
What Albanian residency does not give you
It is important to be clear about what Albanian residency currently does not provide. Albania is not yet an EU member state, which means Albanian residency does not grant Schengen Zone access or EU citizenship rights. This may change as Albania advances through its EU accession process, but it is not a current benefit.
Albanian residency also does not reduce your US tax obligations. US citizens are taxed on worldwide income regardless of where they live or hold residency. Establishing Albanian tax residency could reduce your Albanian tax obligations, but it does not change your US filing requirements. This is a complex area requiring specialist advice.
The EU accession dimension
The most interesting aspect of Albanian residency for long-term thinkers is the EU accession trajectory. Albania is actively negotiating EU membership with a stated goal of completing talks by 2027 and targeting full membership by around 2030. If and when Albania joins the EU, Albanian residency will become considerably more valuable. Potentially granting freedom of movement across all EU member states.
This is not guaranteed and the timeline could extend significantly, but it represents a meaningful optionality value attached to Albanian residency that does not exist in most non-EU candidate countries. Investors who establish residency now would be positioned to benefit from any upgrade in rights that membership brings, without needing to take any additional action.
Practical steps to apply
- Complete your property purchase and obtain the ownership certificate from the Cadastre Agency
- Gather all required supporting documents. This is the most time-consuming part as some documents like criminal background checks require processing time in the US
- Engage an Albanian immigration lawyer to prepare and submit the application. The cost is modest and significantly reduces the risk of administrative errors
- Submit the application to the Directorate of Border and Migration in person or through your lawyer
- Collect your residence permit card once approved
- Renew annually, which requires proof that you still own the property and that supporting conditions are still met
